Review of Kennel and Noise By-laws Discussed at General Government Committee

Sandra Kearns addressed the General Government Committee on March 4, 2024, regarding her request to amend the Kennel By-law 2013-25 and the Noise By-law 2007-071. Kearns expressed concerns about the impact of noise from kennels on neighboring properties. She presented videos demonstrating the constant barking from her property and highlighted perceived contradictions between the two by-laws. Kearns specifically referenced Section 2.3 of the Kennel By-law, which pertains to the number of dogs allowed, as well as site drawings and operational requirements. She also raised issues related to the Public Special Events By-law, Section 3.23. Kearns requested a review of these by-laws to enhance clarity and prevent noise disturbances affecting neighboring properties. Following her presentation, the Committee moved to refer her delegation to staff for a report on the review of the by-laws, which was carried as Resolution # GG-013-24.
