Regulation of On-Farm Special Events Discussed by Clarington General Government Committee

On March 8, 2021, the General Government Committee discussed the regulation of on-farm special events as outlined in Report LGS-012-21. Bob Clark from Clark Consulting presented an overview of an application made by his client, which began in 2015. He noted that his clients have hired locally and invited neighbors to view their operations, emphasizing the importance of integrating farming with the local rural community and providing locally grown food. Clark expressed concerns regarding a proposed licensing by-law, stating it could create uncertainty for farmers.

Stacey Jibb, Manager of Agriculture & Rural Economic Development for the Region of Durham, also addressed the committee. She highlighted that on-farm special events contribute to long-term growth and job creation in rural areas. Jibb explained that these events utilize existing farm resources to generate income without requiring additional land, thus supporting local businesses.

The committee voted on several resolutions related to the report. Initially, Resolution # GG-221-21, which proposed to refer the report back to staff, was withdrawn. An amendment was made under Resolution # GG-222-21, which included a request for staff to report on potential amendments to 'as of right' zoning for agricultural uses compatible with prime agricultural areas. This amendment passed with a vote of 4 to 2. Ultimately, Resolution # GG-223-21 was carried, which stated that the report be received for information and that all interested parties be notified of the council's decision.
