Proposed Changes to Procedural By-law for Delegations

The General Government Committee of Clarington proposed changes to the Procedural By-law regarding delegations during their meeting on March 4, 2024. The proposed changes include the following requirements for delegations: 1. All requests must be accompanied by a written submission that outlines the subject, address, reason for delegating, desired action requested of Council, and any supporting documentation. 2. If a matter falls under staff responsibility, the Clerk will notify the proposed delegate that their delegation will not be listed on the agenda and will direct them to the appropriate department. 3. Delegations aimed solely at generating publicity for an event will not be permitted. 4. Candidates or nominees for a political party will not be allowed to delegate.

In terms of decorum, the proposed changes include: a. Prohibiting detrimental comments or actions that malign the integrity of staff, the public, or Council and Committee. b. Requiring members of the public to be respectful and refrain from public outbursts, heckling, or any behavior intended to disrupt proceedings. c. Attendees will not be allowed to engage in conversations or display placards or props.

Additionally, the time limit for delegations will be reduced from ten minutes to five minutes, with a single extension of up to five minutes permitted by majority vote. Groups registering to speak will be allotted up to ten minutes total. These changes aim to enhance the structure and decorum of delegations at Council meetings.
