Ontario Proposes New Measures for Public Safety and Homelessness
The Ontario government has announced plans to introduce legislation aimed at addressing issues related to homeless encampments and illegal drug use in public spaces. The proposed legislation, if passed, will provide municipalities and police with new resources and enforcement tools. This includes amendments to the Trespass to Property Act, which will enhance penalties for continuous trespassing and the likelihood of reoffending. Additionally, the Restricting Public Consumption of Illegal Substances Act will allow officers to direct individuals to stop using illegal substances in public spaces, with potential fines up to $10,000 or up to six months in prison for non-compliance.
The province is also allocating $75.5 million to support homelessness prevention, with $44.5 million in new provincial funding and $31 million from the Canada-Ontario Community Housing Initiative. This funding aims to provide long-term stable housing and temporary accommodations for those living in encampments. Service managers receiving funding will be required to report on the number of individuals moved from encampments into new accommodations.
The government is exploring new judicial approaches that offer rehabilitation as an alternative to incarceration for minor or non-violent drug crimes. This initiative is part of a broader strategy to address public safety and homelessness issues across Ontario.
