Government Responds to China's Anti-Dumping Investigation on Canola

On September 9, 2024, the Honourable Lawrence MacAulay, Minister of Agriculture and Agri-Food, addressed the initiation of an anti-dumping investigation by China into Canadian canola seed exports. This investigation will cover the period from January 1 to December 31, 2023.

Minister MacAulay expressed concern regarding the investigation and emphasized the government's commitment to supporting the agriculture sector in maintaining market access for Canadian products. He stated that Canada adheres to rules-based trade and that the inspection systems for canola are robust.

The minister highlighted the significance of canola as a valuable agricultural export for Canada, noting that it is grown by approximately 43,000 farmers across the country, primarily in Alberta, Saskatchewan, and Manitoba. In 2023, canola generated $13.6 billion in farm cash receipts and is a major contributor to the Canadian economy, generating $29.9 billion in economic activity and supporting 207,000 jobs annually.

China is identified as Canada's largest destination for canola seed, with over 4.5 million tonnes exported in 2023, valued at approximately CA$3.8 billion. Other significant markets include Japan and Mexico, with exports of over 1 million tonnes and 0.8 million tonnes, respectively.

The Minister confirmed that he will continue to monitor the situation closely and engage with provincial and territorial partners, as well as industry stakeholders, to address the implications of the investigation.
