Impact of Provincial Changes on Clarington: Key Resolutions from the General Government Committee

The General Government Committee of Clarington discussed the report titled 'The Perfect Storm - Impact of Provincial Changes on our Community' during their meeting on April 8, 2024. The committee moved to receive the report, which includes several key resolutions regarding the impact of recent provincial legislative changes on local governance and community services.

One significant resolution requests that the Province cease using Canada Mortgage and Housing Corporation (CMHC) data to validate housing starts, suggesting that municipalities should be allowed to identify inconsistencies with tangible evidence before funding decisions are made.

Additionally, the committee resolved that fiscal impact assessments be conducted for all Secondary Plans, including those already completed, to fully understand the implications of the legislative changes, particularly concerning parkland and development charge revenues. These assessments are to be reported back to the Council prior to any further approvals, including development application approvals.

Furthermore, a communications campaign is planned to explain the effects of these changes on the community, both in the present and future. This report will be forwarded to all Ontario municipalities with housing targets, the Province of Ontario, and the Members of Provincial Parliament representing Clarington.
