High Street and O'Dell Street Reconstruction Project

The Municipality is planning to reconstruct High Street in Bowmanville, from Concession Street West to the CP Rail corridor, and O'Dell Street, from High Street to the western end, east of Elgin Street, in 2024, pending Council approval. Both existing roads have reached the end of their service life. The Region of Durham will partner with the Municipality to replace the existing sanitary sewers and water main within the project limits, as this infrastructure has also reached the end of its service life.

Reconstruction will begin the week of July 29, 2024, and is expected to take approximately 12 weeks to complete. Access to properties for both vehicular and pedestrian traffic will be maintained for residents, except for very short periods. During construction, a temporary water supply system will be in place for affected homes. Crews will ensure waste collection and mail delivery services are uninterrupted.

The proposed work includes: - Reconstruction and urbanization of the roads (curb and gutter), including storm sewer installation to improve drainage. Sidewalks will not be installed. - Replacement or extension of sanitary sewers and water mains. - Rehabilitation (re-lining) or replacement of most sanitary sewer service connections to within one metre of the building envelope. - Replacement of water service connections to the edge of the road right-of-way (property line). - Utility relocations as required to facilitate the proposed road reconstruction and servicing replacement designs.

A Public Information Centre (PIC) is scheduled for January 30, 2024, from 7 to 9 p.m. to provide more information about this project and gather comments on the proposed design.
