Discussion on Affordable Housing and Greenbelt Amendments in Clarington

During the General Government Committee meeting on November 28, 2022, the committee discussed Report PDS-059-22 regarding the Province's proposed amendments to the Greenbelt Plan, 2022. The report included comments on the Nash/Hancock lands and the requirement for affordable housing in Clarington. The committee proposed that if these lands are removed from the Greenbelt, the developer must provide either a minimum 1.5-hectare parcel of developable land or cash-in-lieu equivalent for affordable housing, or at least ten percent of the development as affordable, non-profit housing units. Additionally, staff were directed to prepare necessary planning instruments in collaboration with the developer to facilitate development in accordance with the Province's timelines, aiming for construction to start by 2025. The municipality would not bear the costs for the required works, which would be the responsibility of the developer. The committee also expressed its objection to any removal of land from the Greenbelt, as noted in the discussions surrounding the resolutions presented during the meeting.
