Clarington's Committee Reviews Potential Changes to Development Charges
On April 7, 2025, the General Government Committee of Clarington convened to discuss proposed amendments to the Municipal Wide Development Charge (MCWDC) and Community Benefits Charge (CBC) By-law. Jackie Hall, representing Hemson Consulting, presented the 2025 Development Charge Study and Community Benefits Charge Strategy to the committee.
Hall's presentation outlined the statutory exemptions, development forecasts extending to 2034, municipal-wide capital programs, and the calculated residential Development Charge rates. The proposed changes included a maximum Community Benefits Charge of 4% based on land value. Comparative data with other municipalities' land value percentages was also provided in her report.
