Clarington Proposes Redistribution of Taxes for Infrastructure Funding
The Municipality of Clarington has proposed a resolution requesting the redistribution of a portion of the Provincial Land Transfer Tax and the Goods and Services Tax (GST) to municipalities. This proposal was discussed during the General Government Committee meeting held on December 2, 2024.
The resolution, moved by Mayor Foster and seconded by Councillor Elhajjeh, highlights the growing infrastructure needs faced by municipalities, including roads, bridges, public transit, and water systems. The current municipal revenue sources, such as property taxes and user fees, are deemed insufficient to meet these demands.
The proposal suggests that a portion of the Land Transfer Tax, which is collected by the Province of Ontario on property transactions, and the GST collected by the Federal Government, could be redirected to municipalities. This redistribution aims to provide a predictable and sustainable source of funding for local infrastructure projects without imposing a new tax burden on residents or homebuyers.
The resolution argues that this approach would enable municipalities to better plan and invest in long-term infrastructure initiatives, thereby supporting local economic growth and improving residents' quality of life.
The Clarington Council has formally requested the Provincial Government to consider this redistribution and has called on the Federal Government to allocate a percentage of the GST collected on property sales to municipalities. The resolution has been forwarded to various government officials and organizations for endorsement and advocacy.
