Analysis of LGS-029-21 Snow Clearing Policy Changes

The General Government Committee approved the LGS-029-21 Snow Clearing policy during its meeting on November 8, 2021. This policy includes changes to snow clearing practices, specifically regarding the municipality's responsibility for clearing sidewalks. Community feedback was presented by Maureen Campbell, a resident of Bowmanville, who expressed concerns about the discontinuation of snow clearing along the sidewalk adjacent to her property on Concession Road 3. Campbell noted that the sidewalk is heavily used by local residents, including dog walkers and students, and emphasized the increased difficulty of snow clearing due to busier roads. She highlighted that the timing of the notification from the Public Works Department was problematic, as it came during the pandemic and was too late for her to apply for the Senior Snow Clearing Program. Campbell requested a review and reversal of the decision not to clear the sidewalk. The committee referred her concerns to staff for further consideration.
